Illustrator is a vector tool. Importing a JPG (raster) limits what you can do. You can't change the colors of a JPG inside Illustrator easily.
However, if you need to trace an image, a high-contrast PNG is your best friend. Convert your source photos to Black & White PNGs for the best "Image Trace" results.
