PDF was designed to hold entire books. TIFF technically *can* hold multiple pages, but most image viewers crash trying to read them.

Vectors & Text

PDF keeps text as 'text'. You can select and copy it. TIFF flattens text into pixels. If you print a TIFF, small text might look fuzzy.

Universal Support

Winner: PDF

Everyone can open a PDF. Not everyone can open a 500MB TIFF file. PDF is the safe bet for sharing.
